Matthew L. Conaty represents a variety of communications clients, including wireline and wireless carriers, Voice over Internet Protocol (VoIP) service providers, cable operators, telehealth providers, and start-ups. He provides comprehensive counsel on all aspects of their business, including regulatory compliance, litigation and dispute resolution, and corporate transactions. Drawing on his experience as a former Assistant United States Attorney, Matthew has represented clients before federal and state courts, public utility commissions, and state departments of revenue, as well as the Federal Communications Commission (FCC).
Earlier in his career, Matthew worked in the FCC’s Enforcement Bureau. He served as Chief of the Spectrum Enforcement Division, which resolved complaints pertaining to radio frequency device equipment authorizations, spectrum interference, and aerial drone operations. He previously was Deputy Chief of the Investigations and Hearings Division, supervising all investigations into apparent violations of the Commission’s rules pertaining to television and radio licensee and cable operators, such as underwriting, sponsorship identification, indecency, unauthorized transfers of control, and the Emergency Alert System. Most recently, Matthew served as Associate General Counsel at the U.S. Agency for Global Media and chief counsel to Voice of America, a multimedia network reaching over 280 million people worldwide.
